You can set up 1 iTunes sytem for all your iPads. I have a cart of 20 iPads, all synced to one master iTunes account on a MacBook I keep with the cart.
I gave each iPad a unique name so I can easily distinguish between them if need be.
I used the System settings to restrict access to the App store so only I (and my Principal) have the ability to buy apps.

One of my student is excited about the world country app. He said "he loves it because he is learning about the different countries and continents".
